On May 8-12, 2023, the second study visit to Oslo took place as part of the bilateral initiative "Youth for the City, City for the Youth - projects and initiatives to engage and act in the local communities" supported from the EEA and Norway Grants. Idea behind the entire event was youth policy. Meetings were attended by the Lublin City Hall employees engaged in youth projects, delegates of 3 Ukrainian cities implementing youth policy in their boroughs as well as representatives of Lublin NGOs - Sempre a Frente Foundation and Lublin Research Group.

As part of the visit, European Wergeland Center - the Host Party, presented its dedication to youth issues at the local, national and international level. Representatives of Grorud and Frogner District Youth Councils, presenting the interests of young people of various social status and origins, provided detailed information on young people engagement in the districts of Oslo. Agenda also included a workshop conducted by Tiril Flatebo organisation on combating hate speech among youth.

Meeting with Youth Labour Party representatives was a final agenda item. They discussed the concept of involvement of young Norwegians in social and political life, as well as, the history and background of Youth Labour Party in Norway. It was accompanied by a visit to Utoya island. In 2011 the largest terrorist attack in Norwegian history against young people, mainly representatives of the Youth Labour Party, was held. Despite the demanding history closely linked to the massacre on the island, the Norwegian society decided to proceed with youth activities on Utoja, dedicated to democracy, tolerance and social activity and more.
