Born 26 November 1919 in Białystok, died 10 April 2010 in the crash of the government plane carrying a Polish delegation for the ceremony of the 70th anniversary of the Katyń crime. The last President of Poland in Exile. A scouting instructor before the war. After Białystok was seized by the Red Army, he became head of the Białystok banner of the Grey Ranks. In 1986, Minister for Home Affairs in the National Council (émigré Parliament). President of the émigré Polish Scouting Union (ZHP). In 1989, he became President of the Republic of Poland. The Honorary Citizenship was conferred by Resolution No 1499/LII/2002 of the Lublin City Council of 27 June 2002. The Act conferring the Honorary Citizenship: Aware of the great services rendered to our Homeland and Nation, the Lublin City Council has the honour of awarding the title of Honorary Citizen of the City of Lublin to Mr Ryszard Kaczorowski. Your personal experience is a reflection of the fate of our country and its inhabitants during the tragic period of German and Soviet aggression and occupation and the 50 years of fascist and communist enslavement. At the same time, your activity – from your involvement with the Scouting movement and with the Grey Ranks, through military survice with the Polish Army under the command of General Władysław Anders, and then community work in veterans’ organisations and political activity in the structures of the Government of the Republic of Poland in Exile, to the highest office of President of the Republic of Poland, and your continued public service – has always been marked ny uninterrupted commitment and an example of patriotism and faithfulness to ideals consolidated by tradition. All your life, you represented the traditions of independence, the supreme values and aspirations of the Nation and the Polish State. Our appreciation of your merits and our satisfaction are all the greater as the Lublin region is where your roots are, and because you have chaired the Honorary Committee for the Erection of Marshal Józef Piłsudski’s Monument in Lublin – a city you have visited on so many occasions and – just like the Marshal – you have always sincerely been fond of. Owing to those facts, the initiative to award you with the title of “Honorary Citizen of the City of Lublin” has gained full support from the local government authorities of our city. Together with the title of “Honorary Citizen”, please accept our best wishes of success in your further social and patriotic activities as well as prosperity in your personal life.
