Lublin Coronavirus Update March 31, 2020 16:00 New restrictions introduced

New restrictions have been introduced in Poland due to coronavirus pandemics and they will be in force from tomorrow – April 1, 2020. It was announced during the press meeting with Prime Minister of Poland, Mateusz Morawiecki, and Minister of Health, Łukasz Szumowski this afternoon. 

Shops and post offices:

  • restriction of the number of clients in stores, markets, post offices
  • shops and services – 3 persons per one counter (cashier point)
  • maximum as many clients can enter a shop (big or small) – 3 times the number of counters (cashier points)
  • markets – 3 clients per one shopping point
  • post offices – 2 persons per one service point (window)

Home-improvement and constructions stores: will be closed on the weekends.

All of the stores will have to comply to new, more strict safety regulations:

  • from April, 2 (Thursday) all clients will be obliged to do the shopping wearing single use gloves
  • between 10.00 and 12.00 all shops and service points will be open ONLY for persons 65 years old and older. Everyone is free to shop until 10.00 and after 12.00 (including persons over 65 years of age).

Hotels, hostels, short term rent apartments will be closed. They can only be open for persons in quarantine or in isolation or when medical personnel uses them. 

Mandatory quarantine for relatives and closed ones for persons in quarantine (from April 1, 2020):

  • the list of persons who will be obliged to undergo mandatory quarantine just got bigger. All persons who live with a person directed to quarantine will have to undergo it too. It will affect all persons who live with someone who is directed to undergo quarantine from Wednesday, April 1,2020.

Rehabilitation and beauty services

All rehabiliation services as well as barbers, hairdresses, cosmetitians (beauty specialists), tattoo and piercing parlors services will be closed with no exceptions. Such services cannot be provided outside of standard salons/parlors either – you cannot order a hairdresser home visit!

Rehabilitation services as well as massages are suspended, too, regardless whether it is provided by a public or private institution. The only exception is when rehabilitation service is absolutely necessary for the health of a patient. 

Persons under 18 years of age are not allowed to leave their homes without an adult caretaker. 

If you are under 18 years old, the only justification of your being outside is your adult caretaker – parent, official guardian or other adult. 

All the restrictions of movement of people are in force. You still cannot leave your home, unless: 

  • you are on your way to or from work. If you are an employee or employer, you are allowed to commute to work. You can also go to buy goods necessary for your business.
  • you are a volunteer in anti-COVID-19 activities: helping the ones in quarantine or persons who should not leave their houses
  • you are out to run necessary everyday errands – go to a store, buy medications, go to a doctor, take care of your closed ones, walk your dog out.

Use of public spaces such as parks, beaches, boulevards and city bikes is forbidden. 

New restrictions involve use of public green spaces – parks, community gardens, promenades, boulevards, botanical gardens, zoos. Experience from the past days shows that these are the places where people gather, which creates a threat of spreading the virus. 

This is why the use of city bikes is also forbidden

Distance between pedestrians must be minimum of 2 meters. 

This also applies to families and relatives. The only exception are parents with children up to 13 years of age and persons with disabilities who are unable to function without a caregiver.

Public institutions should work from home where possible and where it is impossible – distance between employees of minimum 1,5 meters should be maintained. 

Public transportation
The rule of maximum number of persons in a bus as half of the sitting places in it will apply also to all means of transport where the number of seats is above 9  from April 2, 2020 – not only public. This means all minibuses provided by employers and private minibuses, too.
Additional safety measures for employees (from April, 2, 2020)
Employers will be obliged to provide additional safety measures for their employees, such as:

  • working stations must be at least 1,5 meters away from one another,
  • all employees must wear gloves and have access to disinfectants.

Important! Employer must provide this until Thursday, April 2, 2020.
