Amended acts already in force

The amended acts have been in force since March 1. The most important changes concern:
1. registration of marital status, including:
possibility to receive a certificate needed for a concordat marriage at a registry office of the engaged couple’s choice,
possibility to submit an application for issuance of a copy of marital status certificate at any registry office
cancelling the obligation to submit copies of marital status certificate while carrying out some particular actions concerning the registration of marital status
possibility to submit an application to change the first or last name at any registry office
registration of a child’s birth will only be available at a registry office competent for the place of birth
registration of death will only be available at a registry office competent for the place of death
2. identity cards, including:
possibility to submit an application for issuance of identity card at any municipal or commune office in Poland,
possibility to submit an online application for issuance of identity card via ePUAP electronic platform of Lublin Municipal Office. The citizen will go to the office only to collect the document,
possibility to act through a proxy when a person who wants to collect their identity card is disabled, ill or unable to leave their house,
possibility to report online a loss or damage of identity card via ePUAP of Lublin Municipal Office,
standardization of the format of the photo that is attached to the application for issuance of identity card following the regulations of the Act on Passports
lack of annotation about the place of residence in identity card. Until now, every change of address of residence entailed the obligation to issue a new identity card,
introduction of simple and user-friendly forms of applications for the issuance/replacement of identity card.
Current (old) identity cards are valid till the date shown on the document.
3. registration of population, including:
possibility to de-register or report a stay abroad online via ePUAP of Lublin Municipal Office,
possibility to receive PESEL (Polish Resident Identification Number) number by a foreigner immediately after registration
The above-mentioned changes are a result of long-term work of the Ministry of the Interior. The aim of these changes was to facilitate procedures and services in offices. We will have to wait to see the first results, especially when it comes to the services concerning registration of marital status. Great complexity of the solutions applied by the Ministry of the Interior poses a risk that during the very first stage of having the new laws in force it may take more time to handle administrative matters. We apologize for any possible difficulties and we appreciate your understanding.
