The “Safe school in the Schengen area” project will comprise the principles of proper behaviour in such situations as: terrorist attack or bomb threat, or intrusion of an armed individual posing threat to life. These principles will be addressed to school principals and heads of educational institutions. The methods of quick and safe evacuation from the premises in the event of fire or gas spraying will be developed.
Obligatory training for all the administrative and teaching staff of schools and educational institutions in Lublin will be the crucial part of the project. Altogether, around 10,000 people will undergo the training on proper behaviour in situations posing a direct threat to life. “Safe school in the Schengen area” is a project carried out by the Lublin Municipality and has a countrywide meaning.
“It is vital to make the students feel safe, and the parents and the guardians aware of the fact that their children are professionally protected. There have been no such activities in Poland so far. Lublin will be the first city to develop solutions which will serve other cities and institutions that are responsible for carrying out safety policies,” said Krzysztof Żuk, Mayor of the City of Lublin.
Thanks to the instructional films, both teachers and students will gain essential knowledge of proper behaviour in the event of various criminal activities e.g. human trafficking, drug abuse, smuggling, or cyberbullying. Owing to the trainings, school principals will be in contact with the appropriate authorities in case of dangerous situations.
“The training courses will be both theoretical and practical. We want to initiate various kinds of situations through real threats simulations in school areas. Safety staff will be additionally trained in the field of the Schengen area regulations and the English and Ukrainian languages,” said Jerzy Ostrowski, Director of the Department of Public Safety and Crisis Management.
The project will involve the development of materials in the form of a dedicated web portal and instructional films addressed to children and young people. The project is due to be finished in April 2016.
The “Safe school in the Schengen area” project will be funded under Norway Grants. This project is a joint initiative of the City of Lublin, State Fire Service, Nadbużański Division of Border Guard, Municipal Police Headquarters and the City Guard within the scope of improving the safety of schools and educational institutions in Lublin.

PLN 2.5 million will be spent on the whole project. PLN 2.1 million is financed as part of the Norway Grants.
