Eastern Europe Initiatives Congress creates a meeting place for hundreds of practisians of development and cross-border cooperation. It constitutes a dialogue platform for academia, cultural circles, central and local authorities, creators and decision-makers from this part of Europe. This kind of platform aims to foster implementation of partner projects from available external funding sources.

The Congress is organized within the activities of the Centre for Eastern European Competences which is a programme implemented by the City of Lublin. CEC aims at networking and initiating new undertakings, as well as co-creating new quality in a broadly defined development cooperation.

In previous years, the Congress was visited by over 6,000 people from over 20 countries.

As part of the Congress, exceptional events took place, such as the presentation of the Council of Europe Honorary Badge in Lublin in 2015, the Council of Europe Award for the City of Lublin in 2017, in 2014 a declaration of territorial cooperation between Lublin and 10 cities from Ukraine, Belarus and Georgia was signed, in 2014 signed a Declaration on the joint implementation of the Cross-Border Cooperation Strategy of the Lublin Voivodeship, Volyn, Lviv and Brest Oblast for 2014-2020, Mayor of Lublin Krzysztof Żuk and Mayor of Luck Mykoła Romaniuk renewed the cooperation agreement in connection with the 20th anniversary of the city partnership and signed the declaration about continuing cross-border cooperation.

The award of exceptional projects that took place as part of the Competition for the best cross-border cooperation projects has been an important part of the Congress program for years. The competition gathered unique initiatives from the Eastern Partnership countries, but also their partners going far beyond the borders of the EU and the EaP. The strength of the Congress is its democratic, participatory character, expressed in the invitation to co-create the program of representatives of various environments involved in cross-border cooperation: local governments, European and international institutions, people of science and education, employees of cultural institutions, non-governmental organizations, media and experts dealing with issues East as well as development cooperation.
